Strengthening the System II: Alaska’s Comprehensive Integrated Mental Health Program Plan 2025-2029

VISION — Alaskans receive comprehensive prevention, treatment, and support services at the appropriate level of care, across the lifespan, to lead meaningful lives, in their home communities.

2025-29 Comp Plan

Released in October 2024, Strengthening the System II: Alaska's Comprehensive Integrated Mental Health Program Plan, often referred to as the "Comp Plan", includes a joint letter from Department of Health Commissioner Hedberg, Department of Family and Community Services Commissioner Kovol, and Board Chair Fisher of the Alaska Mental Health Trust Authority, an executive summary, and ten areas of focus. Strengthening the System II sets out priorities for the next five years, guiding planning and funding decisions.

Each area of focus addresses specific objectives and strategies designed to strengthen the system of care for Trust Beneficiaries and all Alaskans.

  • Emphasizes prevention and early intervention.
  • Builds resiliency and addresses trauma in individuals at risk of developing disabling conditions.
  • Proposes a comprehensive approach to address systemic reform and practice improvements.
  • Establishes long-term strategies that connect community-level initiatives with individual behavior change, improving the lives of beneficiaries and all Alaskans.

2023 Alaska Scorecard

2023 Alaska Scorecard: Key Issues Impacting Alaska Mental Health Trust Beneficiaries

The Scorecard is a data measurement tool that examines the population health outcomes of Alaskans receiving care and services as described in Strengthening the System. It is researched and produced annually by leaders and planners representing DOH, the Alaska Mental Health Trust Authority, and related state agencies, boards and commissions.

The 2023 version of the Scorecard has been revised to include both new indicators and new narratives that are consistent with Strengthening the System and is formatted to be consistent with the use of the Results-Based Accountability framework (RBA). The Scorecard may be downloaded below as a full PDF or by individual goals:

The comprehensive plan and scorecard are a collaboration between
the Department of Health and the Alaska Mental Health Trust Authority
as required by Alaska Statute 47.30.660. It is further coordinated with federal, state,
regional, tribal, local and private entities involved in mental health services.
