Announcement:

Notice to Residential Child Care Facility (RCCF) and Adult Mental Health Residential Services (AMHR) Homes

Effective 09/03/2024, the Division of Behavioral Health (DBH) will assume oversight of all licensed Residential Child Care Facilities (RCCF), and all licensed 1115 Adult Mental Health Residential Services (AMHR) homes. Under the guidance Health Care Services (HCS), DBH will receive training and support to ensure continuity of services. There are no regulatory changes for RCCF’s as a result of this change. All future inspections will be overseen by DBH.

Any allegations that may initiate an investigation, please send incident reports and complaints to secure DBH fax 907-269-8166, or by secure email with subject line: “incident report” to Jamie Lang (jamie.lang@alaska.gov) and Timothy Brown (timothy.brown@alaska.gov).

Residential Psychiatric Treatment Centers (RPTCs) will remain with HCS’s Residential Licensing Unit.

All current open investigations will remain with HCS Residential Licensing.

Residential Licensing Office

  • Licenses Residential Psychiatric Treatment Facilities according to state statutes and regulations.
  • Provides oversight of state regulations, licensing, and fees.
  • Conducts inspections of all applicable licensed facilities.
  • Investigates complaints alleging violations of state statutes and regulations.
  • Maintains a current list of licensed facilities around Alaska
  • Monitors facilities and works in partnership with partner agencies and providers.
 

Residential Psychiatric Treatment Centers

A Residential Psychiatric Treatment Center (RPTC) is defined as a secure or semi-secure facility, or an inpatient program in another facility, that provides, under the direction of a physician, psychiatric diagnostic, evaluation, and treatment services on a 24-hour-a-day basis to children with severe emotional or behavioral disorders.

Becoming Licensed

There are several steps to becoming obtaining RPTC license in the State of Alaska. If you are interested in obtaining a license you will want to download the New Home Application packet and submit it to Residential Licensing. Your application will be reviewed by a Supervisor and assigned to a Specialist, who will work closely with you on ensuring your application meets all the licensing requirements. After that a Specialist will conduct an onsite inspection of your facility before final review and approval.
