Approved HCBS Waivers

Seeking Public Input on the Proposed Amendments to the ALI Waiver, APDD Waiver, CCMC Waiver, IDD Waiver, and ISW Waiver


The Division of Senior and Disabilities Services (SDS) is requesting public input from waiver recipients, waiver service providers, and other stakeholders on proposed amendments to five of Alaska’s 1915(c) home and community-based services waivers. 

The amended waivers are: 1.) Alaskans Living Independently (ALI); 2.) Adults with Physical and Developmental Disabilities (APDD); 3.) Children with Complex Medical Conditions (CCMC); 4.) People with Intellectual and Developmental Disabilities (IDD); and 5.) Individualized Supports Waiver (ISW).

The changes include the following:
  • ALI, APDD, CCMC, IDD, ISW: Add the new Adult Host Home Care service and updates to medication management;
  • ALI and APDD: Add the Nursing Oversight and Care Management (NOCM) service;
  • APDD, CCMC, IDD: Modify the Residential Habilitation to include Specialized Family Home Habilitation (Adult);
  • ALI, APDD, CCMC, IDD: Update language to align with the approved Individualized Support Waiver (ISW) (AK.1566) and regulations: eligibility criteria (IDD-only); provider frequency of verification, services furnished by a relative/legal guardian (ALI-only); support plan development, implementation and monitoring; oversight of critical incidents; and transportation rate-setting methodology.

The proposed waiver amendments can be viewed below. A complete list of proposed changes can be located under “Purpose of the Amendment” on page one of each waiver application. SDS will accept public comment on the proposed waiver amendments until 5:00 pm, Tuesday, April 16, 2024.  Please send written comments to Jordyn Grant, SDS, 1835 Bragaw Street, Suite 350, Anchorage, AK 99508, or jordyn.grant@alaska.gov.  If you need accommodation to review the proposed waiver amendments, please contact Jordyn Grant at jordyn.grant@alaska.gov.  

Once the comments have been reviewed, changes may be incorporated into the proposed waivers and the waivers will be submitted to the Centers for Medicare and Medicaid Services (CMS) for review and final determination.
