Section 811 Project-Based Rental Assistance (PRA) Program
The Section 811 Project-Based Rental Assistance (PRA) program is a partnership between the State of Alaska and the Alaska Housing Finance Corporation (AHFC) and is partially funded by the Department of Housing and Urban Development (HUD). This is a Permanent Supportive Housing program to provide participants with safe and affordable housing and the necessary services and supports to ensure participants maintain independent community living.
Target Population
The target populations are:
- Individuals residing in an Assisted Living Facility, funded in part by the State of Alaska General Relief (GR) program
- Individuals re-entering the community from institutional care or other separated settings including:
- those discharged (within the last 12 months) from an inpatient psychiatric setting, jail or prison
- those discharged from a residential treatment facility including long-term (more than 60 days) drug or alcohol treatment or long-term (over 6 months) nursing home stay
- Individuals at risk of institutionalization or deferred from institutionalization through a therapeutic program (e.g. Wellness Court)
- Individuals that are homeless, at risk of homelessness or exiting from another permanent supportive housing program that required homeless or chronic homeless status at entry
- A youth who is aging out of foster care, an institutional setting, or transitioning from the adolescent service system to the adult service system
Program Eligibility
- Applicant must be in one of the target populations;
- Be considered disabled, as defined by HUD;
- Be between the ages of 18-62 (at the time of admission to the housing unit);
- Be considered low income, defined as at or below 30 percent of Area Median Income;
- Be eligible for community-based long term services provided by a Division of Behavioral Health (DBH) funded Community Behavioral Health Services Provider, or a Division of Senior and Disabilities Services (DSDS) funded provider; AND
- Have a Sponsoring Agency
Support Services
This program was designed to provide both affordable housing and a full range of supportive services. All services are optional, but applicants are required to have a Sponsoring Agency who will be available to provide or link to any supportive services needed.
Sponsoring Agencies agree to assist the applicant in accessing the Section 811 program which would include:
- Submitting applications and attending any required housing appointments with the applicant;
- Assisting applicant with the verification process with the property owner when a referral to a housing unit has been made; and
- Offer, provide or link to any services requested by the applicant to support independent living.
Application Process
Although support services are voluntary and not a condition of receiving Section 811 housing, applicants can only access the program by having a Sponsoring Agency. Applicants are required to complete two applications—an initial program application to determine preliminary program eligibility and a formal HUD application. Priority for housing will be given to those residing in an Assisted Living Home and receiving GR funding. All others will be prioritized on a first come, first served basis.
