Who we are

The Alaska Medicaid Advisory Committee (MAC) is a public advisory group charged with advising the State Medicaid Agency on Medicaid policy and program changes.

The Alaska Beneficiary Advisory Council (BAC) serves as a forum for individuals who are currently or have been Medicaid beneficiaries and individuals with direct experience supporting Medicaid beneficiaries, such as family members and paid or unpaid caregivers of those enrolled in Medicaid.

What we do

The Alaska MAC members meet quarterly to discuss Medicaid policy and program changes. The MAC advises and makes recommendations on health and medical care services for Alaska’s Medical Assistance programs regarding:

  • Proposed legislation

  • Major regulations prior to adoption

  • Specific program activities and problems

  • Program and policy change

  • Alaska's Medicaid Program budget

The Alaska BAC also meets quarterly to advise the Alaska State Medicaid Director on matters related to policy development and the effective administration of the Medicaid program. According to CFR 42 §431.12(e), by July 9, 2027, members of the BAC must make up 25% of the MAC. These individuals will dually serve on the BAC and MAC and will be representatives of Medicaid beneficiaries or their family/caregivers. Members can expect to:

  • Advise on policies and initiatives affecting access to care, quality of services, and program integrity
  • Identify barriers in accessing Medicaid services and propose solutions
  • Provide feedback on program performance and the beneficiary experience
  • Promote transparency and accountability in Medicaid program administration

Statutory authority

Section 1902 (a)(4) of the federal Social Security Act (Title XIX) requires each state to establish a Medicaid Advisory Committee to ensure federal match for the Medicaid program. In 2024, CFR 42 §431.12 mandated changes to the committee, which included term limits, mandatory annual reports, and the establishment of the Beneficiary Advisory Council.

The MAC meets quarterly via teleconference or in-person. Most meetings are held virtually unless otherwise indicated on the meetings page. Per federal requirements, at least half of the yearly meetings must be open to the public, with time for public comment.
