Provider Certification & Compliance Unit

Notice to Providers! Before applying for certification or certification renewal, please read the amended regulations, Conditions of Participation and certification application instructions and forms. Additional instructions and guidance on use of the new forms is now posted at this site.

In the Division of Senior and Disabilities Services (DSDS), the Provider Certification & Compliance Unit serves the function of ensuring that providers of all services are qualified and are in compliance with all relevant policies and regulations. To ensure the delivery of quality services, the Provider Certification & Compliance Unit provides technical assistance through the certification process, desk or on-site review process, and during complaint investigation procedures.

The Provider Certification & Compliance Unit values collaboration and strives to strengthen the information network among consumers, service providers and DSDS staff.

The Provider Certification & Compliance Unit conducts the following:

  • Certification of Home and Community Based Medicaid Waiver Providers and Personal Care Assistance Medicaid Agency Providers
  • Recertification of Home and Community Based Medicaid Waiver Providers and Personal Care Assistance Medicaid Agency Providers
  • Processes changes related to provider administrators, address, phone number, and other information
  • Processing reported changes related to certification, including closures
  • Investigation of provider related complaints and noncompliance
  • Critical Incident Report (CIR) Investigation as related to Provider compliance
  • Provider desk and on-site reviews which are selected randomly, based on complaints, or directed by management and are related to provider quality and compliance
  • Background Variance Request coordination and processing
  • Review and determination of Requests for PCA Training Waivers

*Please note that the Provider Certification & Compliance Unit certifies providers. For information about the provider Medicaid enrollment process, please contact http://medicaidalaska.com. In order for a provider to be qualified to provide services, the first step is certification, followed by enrollment. Both steps are required in order to provide services.

  • Summer Wheeler – Unit Manager/Health Program Manager III
    Oversees all functions of the Provider Certification & Compliance Unit, handles provider-related non-compliance issues, provides technical assistance.
  • Kristen Bearden – Health Program Manager II
    Supervisor of Provider Certification and Compliance staff. Manages and provides oversight to the provider certification and compliance processes, primary SDS contact with Conduent, offers technical assistance, responsible for quality controls of provider certification processes, provider desk and on-site reviews, oversees background variance requests, fields general questions about certification, compliance reviews and variance questions.
  • Melissa Mosier - Health Program Manager II
    Unit member that supports both certification and compliance teams, subject matter expert for NABCS and background check clearances, responsible for provider provisioning duties in Harmony database system, fields questions related to certification and compliance matters as needed.
  • Gao Her – Health Program Manager II
    Compliance Team staff member, conducts provider on-site reviews, supports initial and renewal certifications for providers, provides technical assistance, processes background variance requests.
  • Samantha Simien - Health Program Manager II
    Compliance Team staff member, conducts provider on-site reviews, supports initial and renewal certifications for providers, provides technical assistance, processes background variance requests.
  • Jennifer Johnson - Medicaid Program Specialist I
    Certification Team staff member, performs initial and renewal certifications for providers and provides technical assistance.
  • Brigette Vargo - Medicaid Program Specialist I
    Certification Team staff member, performs initial and renewal certifications for providers and provides technical assistance.
  • Rebecca Bobby – Medicaid Program Specialist I
    Certification Team staff member, performs initial and renewal certifications for providers and provides technical assistance.
  • Michael Bond – Senior Services Technician
    Supports unit, provides administrative and technical support, processes PCA First Aid/CPR waiver requests.
