The Grants and Procurement units handle all tasks related to grants and procurement for the Department of Health (DOH)

Grants Unit and Procurement Unit administer all grant and procurement-related functions for the Department of Health (DOH).
What we do
These units are comprised of trained and certified professional staff who are responsible for soliciting and awarding capital and operating grants, professional and non-professional services contracts, commodity purchases or contracts, and property management.
Grants Unit
DOH issues more than $140 million in grant awards each fiscal year and manages over 400 capital and operating grants that help support the health and wellbeing of Alaskans. These awards are issued to a variety of local nonprofits, local governments, and Tribal organizations.

Procurement Unit
DOH’s administers approximately 300 professional, non-professional, and commodity-related contracts that provide vital services to support the departments mission and the Alaskans it serves.
In accordance with AS 44.62.175, AS 36.30.130 and AS 36.30.210, DOH posts all competitive solicitations including Requests for Proposals (RFP) and Invitations to Bid (ITB) using State of Alaska Online Public Notice System.
The department is also responsible for managing approximately 75 office space leases. The Department of Transportation and Public Facilities, Leasing Section directly solicits, awards, and administers all office space leases for the State of Alaska.

All grants are administered through an online platform called Grant Electronic Management System (GEMS). To apply for a grant, you must set up a login using your work email address and create a myAlaska account in order to log in to GEMS.

No, you must create a myAlaska account using your work email. You will be associated with your Agency (non-profit or tribal organization) in GEMS.

From the GEMS home page, click log in. This will take you to a new screen with a myAlaska login. Click “New User: Register for a myAlaska Account” and follow the steps. If you are a completely new user in GEMS, the final step is to email the Grant Administration Manager.
What if I worked for a different non-profit organization or tribe previously and had a GEMS login there?

Please reach out to the Grant Administration Manager. They will deactivate your previous account. You will need to create a new one with your new work email address.

If your agency has never received an award from the State of Alaska, Department of Health, you’ll need to Register as an Agency in GEMS. After you’ve created a GEMS log-in through myAlaska, click ‘Register’ in the upper right corner of the screen and complete the tabs of information. The final step is step 5 – Confirmation.

You must be logged in and associated with an agency and have application permissions in order to see and push the apply button. This will be available when you click in to a solicitation. Permissions can be adjusted by the Agency Power User identified in the Agency Administration tab, Contacts tab.

- To receive a grant from the Department of Health, you must have completed an annual audit conducted by an independent auditor within the past two years and conduct one at least every two years during the life of the grant.
- Any findings must be disclosed to the Department of Health.
Identify who will manage the grant at your agency and who in your agency has the authority to sign documents and is responsible for financial information and reporting ahead of time. - You can pre-register as a vendor with the State of Alaska at the Department of Administration by submitting a Substitute W-9 Form and sign up to receive direct deposit via Electronic Funds Transfer by submitting an Electronic Payment Agreement form.
