Governor's Council on Disabilities & Special Education

Alaska's unique geographical area with a relatively small population requires a management system tailored to meet the needs of Alaskans. The Governor's Council on Disabilities & Special Education (GCDSE) was created to meet Alaska's diverse needs. 

The Council:

  • Uses planning, capacity building, systems change, and advocacy to create change for people with disabilities.  
  • Provides a constructive process that connects the public with policymakers, to ensure the thoughtful development of an efficient and seamless service delivery system that meets the needs of individuals with disabilities across the life span. 
  • Is composed of 25 members appointed by the Governor. Council members appointments are made on a revolving basis by an application process. To find out more about Governor appointed positions with GCDSE, visit the Boards & Commissions section of the Governor's site.

What we do

The Governor’s Council on Disabilities and Special Education (GCDSE) is a federally mandated, Governor-appointed body that works to improve services for Alaskans with disabilities across their lifespan.

Council Bylaws

GCDSE connects the public with policymakers to create inclusive, efficient services. We are involved in several key roles:

  • Developmental Disabilities Council – Advocates for individuals with developmental disabilities
  • Interagency Coordinating Council (ICC) – Supports early intervention for infants and toddlers
  • Special Education Advisory Panel (SEAP) – Advises on school-age special education
  • SESA Governing Board – Oversees services for students with low-incidence disabilities
  • Advisory Board to the Alaska Mental Health Trust Authority – Recommends funding and service improvements for Trust beneficiaries

History of the Council

Since 1975, the Council has led efforts to improve access, equity, and inclusion across Alaska. Major milestones include:

  • Closing Alaska’s last institution (1997)
  • Establishing Employment First (2014)
  • Repealing subminimum wage for workers with disabilities (2022)

We support transition-to-work efforts through the Disability Innovation Fund (DIF)—a $10M, 5-year initiative focused on youth with disabilities.

Alaska Association on Developmental Disabilities (AADD)

The Alaska Association on Developmental Disabilities (AADD) was founded over 30 years ago to unify the voice of providers to share, develop and advocate for individualized community-based services for people who experience developmental disabilities. 

Alaska's Aging and Disability Resource Centers (ADRCs)

Alaska's Aging and Disability Resource Centers (ADRCs) connect Alaskans with long-term services and programs they need. They help seniors, people with disabilities and caregivers find services like in-home care, transportation, Medicaid and Medicare options, assistive technology, and environmental modification resources.  

Alaska Center for the Blind and Visually Impaired

The Alaska Center for the Blind and Visually Impaired’s mission is to eliminate vision loss as the barrier to employment, community participation or quality of life. We are the only statewide training and resource center for vision rehabilitation for all Alaskans with uncorrectable sight loss. 

Alaska Mental Health Trust Authority (Trust)

The  Alaska Mental Health Trust Authority (TRUST) funds projects and programs that promote long-term systemic change and improve the lives and circumstances of beneficiaries.  

Center for Human Development (CHD)

The Governor's Council partners with the Center for Human Development (CHD) at the University of Alaska Anchorage on a variety of projects. The CHD is one of 67 University Centers for Excellence in Developmental Disabilities in Education, Research, and Service (UCEDDs) in the nation.  

Complex Behavior Collaborative (CBC)

The Complex Behavior Collaborative (CBC) program helps providers meet the needs of Medicaid and Non-Medicaid clients with complex needs who are often aggressive, assaultive, and difficult to support. The CBC program offers consultation and training to providers and clients’ natural supports, including family members.  

Developmental Disabilities Resource Connection (DDRC)

The Developmental Disabilities Resource Connection (DDRC) program helps people with intellectual and developmental disabilities get support and services they need.

Disability Law Center of Alaska (DLC)

The Disability Law Center of Alaska (DLC) is an independent, non-profit law firm providing protection and advocacy for people with disabilities throughout the state. The DLC prioritizes issues of abuse, housing, employment, education, discrimination, and community integration for individuals with disabilities.  

Division of Vocational Rehabilitation (DVR)

The Governor’s Council partners with the Alaska Division of Vocational Rehabilitation on the Alaska Work Matters! Project and other employment related programs. Reviewing and analyzing existing policies, practices, and procedures, barriers, and workforce utilization data regarding the employment of people with disabilities in the State of Alaska. 

Hope Community Resources

The Hope Community Resources is a non-profit organization providing community supports to hundreds of individuals and families who experience intellectual and developmental disabilities, traumatic brain injury, and mental health challenges.  

  • Deaf Navigator Program: Provides a range of resources and services to Deaf and Hard of Hearing Alaskans aimed at improving long-term employment and housing. 

Key Coalition of Alaska

Key Coalition of Alaska is a non-profit, statewide advocacy organization of people with disabilities, and their families, friends, and other supporters. The goal of the Key Coalition is to advocate for community-based services for people with intellectual and developmental disabilities (IDD) and their families.  

Peer Power Alaska

Peer Power Alaska is a statewide non-profit membership organization led by Alaskans with disabilities and is committed to people with disabilities being the keepers and leaders of Alaska’s Shared Vision. Peer Power’s Board of Directors is primarily comprised of people with intellectual and developmental disabilities.  

Senior & Disability Services (SDS)

Senior and Disabilities Services is the overarching Division of the Department of Health that the Governor’s Council operates out of. Their mission is to promote health, well-being, and safety for individuals with disabilities, seniors and vulnerable adults by facilitating access to quality services and supports that foster independence, personal choice and dignity.  

Special Education Service Agency (SESA)

Members of the Council act as the governing board for the Special Education Service Agency (SESA). SESA is a statewide resource and referral service that includes a lending library for low-incidence disabilities services. Low-incidence disabilities include autism, hearing impairment, vision impairment, emotional disabilities, and multiple disabilities.  

Statewide Independent Living Council (SILC)

The SILC promotes the independent living philosophy statewide and provides support and technical assistance to the entire network of Centers for Independent Living (CILs). The Statewide Independent Living Council of Alaska is committed to promoting a philosophy of consumer control, peer support, self-help, self-determination, equal access, and individual and systems advocacy.   

Stone Soup Group

Stone Soup Group exists to sustain the health and well-being of Alaskan children with special needs and their families. Through listening to the stories of families, we identify areas of need and work with communities to find solutions. Families statewide will be empowered to make informed decisions that will ensure every child who experiences special needs receives long-term, quality, coordinated care, and family support.
