Electronic Visit Verification

Overview

EVV is a system that electronically captures information about a Personal Care Service or Home Health Care visit at the time of service delivery

In December 2016 Congress passed the Cures Act:
Section 12006(a) of the 21st Century Cures Act (the Cures Act) requires that states implement EVV for all Medicaid Personal Care Services (PCS) and Home Healthcare Services (HHCS) requiring an in-home visit by a provider.

Beginning, January 1, 2021 for Personal Care Services (PCS) and January 1, 2023 for Home Health Care Services (HHCS). Services provided by an Alaska Medicaid Provider must use an approved Electronic Visit Verification (EVV) system. Systems must verify at a minimum the following:

• Type of service performed
• Individual receiving service
• Date of services
• Location of service delivery
• Individual providing service
• Time service begins and ends.

Alaska operates an open choice model, which allows providers to use the State’s contracted EVV system free of cost or use an approved 3rd system.

Mandated Providers

Providers who provide the following services must comply with EVV requirements.

Personal Care Services that require EVV include:

• Personal Care-Agency Based: T1019
• Personal Care-Consumer Directed: T1019 U3
• Personal Care-Agency Based Community First Choice: S5125
• Personal Care-Consumer Directed Community First Choice: S5125 SE
• Skill Building Personal Care Community First Choice S5108

Home Health Care Services that require EVV include:

• Specialized Private Duty Nursing (RN) T1002 U2
• Specialized Private Duty Nursing (LPN/LVN) T1003 U2
• Physical Therapy: In the Home, Per Diem S9131
• Occupational Therapy; In the Home, Per Diem S9129
• Speech Therapy; In the Home, Per Diem S9128
• Nursing Care; In the Home, by RN, Per Diem, T1030
• Nursing Care; In the Home, by LPN, Per Diem T1031
• Home Health Aide (HHA), Per Visit T1021
• HHA, In the Home, Per Hour S9122
