Section 811 Project-Based Rental Assistance Program
Safe, affordable housing for individuals transitioning from institutional care
Overview
The Section 811 Project-Based Rental Assistance (PRA) program helps provide safe, affordable housing and support for people with disabilities as they move out of homelessness or an institution, like a hospital, assisted living, foster care, or jail. The program is a partnership between the State of Alaska and the Alaska Housing Finance Corporation (AHFC). It is also partly funded by the Department of Housing and Urban Development (HUD).
The program offers Permanent Supportive Housing. This means it combines financial assistance provided through AHFC with services in the community provided with the help of a Sponsoring Agency.
Who qualifies?
The program is for people who are:
- Living in an Assisted Living Facility funded in part by the State of Alaska General Relief program, OR
- Re-entering the community after being discharged from care in an institution or certain other places, including:
- An inpatient psychiatric setting, jail or prison (if you left in the last 12 months)
- A residential treatment facility, including long-term drug or alcohol treatment (60+ days) and long-term nursing home stays (6+ months)
- At risk of being sent into care in an institution or ordered to attend a therapeutic program instead of care (e.g. Wellness Court)
- Homeless, at risk of homelessness, or leaving another permanent supportive housing program for people who were homeless or "chronic homeless"
- Youths aging out of foster care, an institutional setting, or moving from the adolescent (teen) service system to the adult service system
To qualify, you must:
- Be part of one of the groups listed above
- Have a disability, as defined by HUD
- Be 18-62 years old
- Have a very low income (30% or less of the Area Median Income)
- Be eligible for community-based long-term services from a qualified provider
- Have a Sponsoring Agency to support your application and needs
How to sign up
Before you apply, you need to have a Sponsoring Agency that agrees to offer you support services. A Sponsoring Agency can be any organization that can provide or link you to the services and supports you need to live independently.
Priority is given to people in assisted living homes receiving General Relief funding. Others are helped on a first-come, first-served basis.
If you do not have a Sponsoring Agency:
- Ask a caseworker at a community organization or agency you know and provide them this page for information.
- Reach out to us at DOH. We will make an appointment to help you find someone to work with.
