Child Care Assistance Program
The Child Care Assistance Program provides assistance with child care expenses for eligible families who are working or participating in an education or training program.
Child Care Assistance in Alaska is known as “Parents Achieving Self Sufficiency” (PASS) and is divided into four categories: PASS I, PASS II, PASS III, and PASS IV:
- PASS I is a supportive service for families receiving Cash Assistance benefits under the Alaska Temporary Assistance Program. Families must request PASS I Child Care Assistance through their assigned work services case manager.
- PASS II is for families who are transitioning from the Alaska Temporary Assistance Program and the Alaska Temporary Assistance Program case has closed with earned income. Families must complete and submit the CC08 Child Care Assistance Application and submit it to their local Child Care Assistance Office and meet all income and non-income eligibility requirements.
- PASS III is for families who are not eligible for, or who have never received, PASS I or PASS II. Families must complete and submit the CC08 Child Care Assistance Application and submit it to their local Child Care Assistance Office while meeting all income and non-income eligibility requirements.
- PASS IV is for children who are in Office of Child Protective Services (OCS) protective services. Families caring for children in OCS protective services must contact their OCS child care case manager for PASS IV child care assistance.
Types of Child Care Providers
There are a variety of types of child care providers. To learn more about provider types, please visit our Information for Providers page. Not all providers participate as a Child Care Assistance participating provider, meaning not all providers are able to enroll children receiving child care assistance. Participating as an eligible provider is voluntary and requires an approved application through the Child Care Assistance Program. If you participate in the Child Care Assistance program, talk with your chosen child care provider about their ability to accept children receiving subsidies prior to enrolling your child.

The services are for children birth to 3 years and will provide extra help for your child’s development. If you are concerned that your child may have a developmental delay, or know of a child with a disability, please visit the Alaska’s Early Intervention Infant Learning Program website for more information about the referral process.
