Overview

The Residential Licensing Unit licenses assisted living homes based on state rules and regulations. The office:

  • Provides orientation on state rules, licensing, and fees
  • Inspects all licensed facilities annually
  • Maintains a current list of licensed homes
  • Monitors homes with the help of partner agencies and providers 

Who qualifies? 

Under state statutes and regulations, an “assisted living home” is a residential facility that serves three or more adults who are not related to the owner by blood or by marriage, or that receives state or federal payment for services, regardless of the number of adults served.

The Department of Health considers a facility to be an assisted living home if the facility:

  • Provides housing and food services to its residents
  • Offers to provide or obtain assistance with activities of daily living
  • Offers personal assistance as defined in AS 47.33.990
  • Or provides or offers any combination of these services

An assisted living home is allowed to operate unlicensed if it only services one or two residents and does not receive state or federal payment.

To renew a license or make any changes, the home must complete a renewal or modification application, located under Resources, below. 

How to use

A supervisor will review your application and assign a specialist to help you meet all licensing requirements. An onsite inspection is also part of the application process. 

Our unit can also provide sample forms and resources a home may use to improve operations.

This webinar is a condensed version of our New Provider Orientation. It covers topics presented by Residential Licensing, including a review of the assisted living statutes and regulations and a review of the New Home application process.

A two-day training about the statutes and regulations governing assisted living homes as well as many of the other agencies and business aspect individuals will need to be aware of while running a licensed assisted living home in the State of Alaska. 

Presenting agencies include Residential Licensing, Adult Protective Services, The Long-Term Care Ombudsman, the Governor’s Council on Disability, Workers Compensation, AKOSH, Wage and Hour, Senior and Disability Services, General Relief Program, The Alaska Training Cooperative, and the Anchorage Police Department. The orientation will not be presented virtually.  

New Provider Orientation Webinar (Microsoft Teams)
October 22-23, 2025, 8 a.m. to 4:30 p.m. AKST
A two-day webinar on the statutes and regulations governing assisted living, as well as many of the other agencies and business aspects individuals will need to be aware of while running a licensed assisted living home in the State of Alaska. This webinar is intended for those wanting to learn more about the industry, those who will/have recently become licensed, or for those currently licensed wanting a refresher.

Presenting agencies are the same as for the in-person orientation above.

Monthly Residential Licensing Training (Online) 
Last Friday of every month, from 10 a.m. to 12 p.m. 

These trainings cover select topics as noted below. Direct any questions about the trainings to your licensing specialist. If you do not have an assigned licensing specialist, send questions to ALH.newhome@alaska.gov. Sessions will be recorded, and closed captions will be enabled.
